Ortiz is a Chicago Alderman. He is a staunch loyalist of Mayor Tom Kane in the latino caucus.
Biography[]
Season 1[]
Mayor of Chicago Tom Kane chairs a city council meeting to vote on an ordnance related to his pet project; the redevelopment of O'Hare International Airport. Kane forces the vote to be undocumented, locking the council members in chambers and taking their phones until the issue is decided.[1]
Season 2[]
He supports Kane's ordnance to close the Lennox Gardens housing project, helping Kane to sway Alderman Adriana Mata in a meeting. He votes in favor of the ordnance in chambers. Kane signals him when the vote appears to be losing and Ortiz provokes a fight, giving Kane a premise to suspend the session.
He gets the contract for demolition of Lennox Gardens (in Episode 7)
